Is your app install command line generating a log somewhere in the system? Did you take look at the IntuneManagementExtension.log located in "C:\ProgramData\Microsoft\IntuneManagementExtension\Logs"

You can enroll AD joined devices to Intune by using the GPO method that you've pointed out. Also, you can leverage ConfigMgr (if you have) Co-Management capabilities to auto-enroll devices into Intune. https://docs.microsoft.com/en-us/sccm/comanage/how-to-enable
