You can remove the image if you are retiring the image or deleting the offer/plan. Otherwise, you should not remove the image.

ashersyed Can you clarify what you mean? Do you mean you would create an image, upload it to image gallery, create the VM offer and plan with that image, and then remove that image?

Are you certain there is no swap partition on the VM? Please use the commands here to check and share the results: https://learn.microsoft.com/en-us/azure/virtual-machines/linux/cloudinit-configure-swapfile#verify-swap-partition-was-created

ed_grant There is no notification to CSP's. They have to look in the catalog to see if it's listed.
