There are actually a few licensing requirements. You will need either E1, E3, E5 or if in EDU A3 or A5. https://docs.microsoft.com/en-us/MicrosoftTeams/teams-live-events/plan-for-teams-live-events#:~:text=The%20following%20prerequisites%20are%20required%20for%20the%20user,an%20Office%20365%20Education%20A3%20or%20A5%20license. Assuming you have the correct licensing, you may not have Live Events enabled in your Live Events Policy. As Adam mentions there are already some LMS that have completed integrations. BC-Cncf Contacts in Teams are a mixture of Outlook contacts and contacts that are in the Chat tab of Teams.
