SfB Service number for countries with no PSTN Calling
Is it possible to port the services number from a country where PSTN Calling is not available to be used as Org AA?

Yes it is. The country support for Service Numbers is quite large (~90 countries) but customers can port their existing service numbers into Office 365 as well.
