Cant send IM or Calls to Public Skype Users

Hi, First message here so forgive me if its in the wrong place.

 

We have a Hybrid Skype for Business Solution with One Front End Server, and One Edge Server. The servers have the correct certificates installed and SfB to SfB works perfectly internally and externally. Also mobile SfB is working fine. The issue is i can not message or call public Skype users. 

 

I have registered with PIC (Public IM Connectivity) https://pic.lync.com/ and have received notification that the provisioning is complete but the testing still does not work. I have tried all the little tests like recreating the Public Providers and switching off and on the public and external access buttons and waiting the allotted time but still no joy. 

 

I have full logging on my Desktop Client and the only real lines of question in the logs are these

Can someone please help, im at a loss as to what is causing this issue.
