How to Add Custom CSS or JavaScript to SharePoint Online Modern Page?

Hello,

I want to add a CSS file on my SharePoint Online Intranet and I'm following this tutorial to accomplish it. But even if I have admin right, I can't do the Step 2: 2. Click... 

And the Upload button is not visible.

Do someone have a idea?

@dKayt You need to have site collection administrator (SCA) access on app catalog site to upload and deploy SPFx packages in app catalog site.

So, try with SCA account once.
