Restrict User ability to create flows but allow them to consume

I'd like to provide some flows for users on one of my SharePoint Online Sites. As I understand this requires the user to be licensed for PowerAutomate (I have the M365 license). However, I don't want users to be able to create their own flows. Is this possible?

    We’re using flows to check if a user is allowed to create a flow or a app. If the user is not allowed to create something: it’s flow and apps are deleted/deactivated.

      So max1981, you seem to be in the same position as me. Are you saying that you license your users and then run a 'governance' flow against them ?

    Hi shocko ,

     

    There is one Option as Run Only User which is only Available if Flow trigger is For Selected Item or Manual Trigger. with this option User can only Run it but not able to Edit.

    Other option is Share your Flow but its something like adding Co-Owner which seems doesn't serve your purpose.
