Does anyone know how long it takes for the Teams Update Policy to go into effect?

Hi all, I enabled a Teams Update policy for a couple of users where "Show Teams preview features" = "User can opt in".  It's been two days, and the users still can't enable it from ...(more options) > About menu of their Teams desktop client.  I had them sign out/sign in, clear Teams cache, check for updates, even reinstalled Teams.  I also confirmed the "AllowPublicPreview" parameter in PowerShell = "Enabled".  But it's still not showing the "Public preview" option within the About menu on their app for them to select to enable it.  (see attached)  Thanks!

Ok...so what I have noticed is that users who have the Teams Administrator role will not see the ability to "opt-in" to Public Preview. Does this mean that Teams Administrators automatically have Preview features OR that Teams Administrators are not allowed to have Preview features (too risky)?
