Unable to access Office 365 video portal to migrate the videos

The tile is no long shown on the M365 app launcher. I checked the classic SharePoint settings in SharePoint Admin (I am a Global Admin) and the enable/disable for the video portal is grayed out and set to 'disable'. I cannot change it. I am also the Office 365 Video admin. How do I get to the videos in order to follow the instructions for migrating them? Also, there is no link in Stream giving me the option to migrate from there either.
