Teams recordings not in Stream

We all have E5 licences, however some staff who are Organisers of meetings, and record, can only download the recording - it does not go to their stream.

I am one of the lucky ones that can see the recording in stream - and I am in IM&T.

Is there a setting somewhere that determines if staff can view their recordings in Stream?
