I see that Stream Plan 1 allows you to upload videos.
If we have users that just need to VIEW videos (but they won't be doing any uploading), does that mean no Plan 1 license is needed for them (or any license for that matter)?

I think not:
"Employees of your organization can't use Microsoft Stream service until their accounts have been licensed. "
I take that to mean even to view videos in Microsoft Stream requires a licence either standalone or included in any of the enterprise plans. I am sure I'll be corrected if that isn't quite right.

So for clarity,
while every users will need to have a Stream license does this mean someone such as an external user with personal email (ie not a company domain email address) can still have access to the videos provided a Stream Licence has been purchased and registered?
Or would they have to have the same domain ending email address which would mean a double purchase of both an email address and a Stream Licence is required

We don't yet support guests on Stream at all. We are looking into it starting now and hope to have more to share early next year.
So today, everyone needs to be in the same tenant for AAD / O365 and also have a stream licensed purchased and assigned to them.
Would you mind sharing your guest user use cases though as we are starting the planning/thinking for that support in Stream now and would love to hear your needs/use case.

@Marc Mroz We currently deliver (in-person) medium-large group cybersecurity education to other members of state agencies. These participants are part of their own tenants, however they all end if the same TLD. Based on the description of how Stream licensing works, this would not be the solution to move into to shift that educational delivery to an online format. What is the recommended platform for 1-to-Many presentations and education delivery within the Microsoft platform?

@kf916cnd - From your requirements, it sounds as if something created as a Teams live event aligns pretty well. What are your thoughts on that approach? Content ratings are not yet included, but you might post a link to a Microsoft Form at the end of the event to collect that feedback.
