I found there is an update about Stream is available in O365 Business Premium.https://www.microsoft.com/zh-tw/microsoft-365/roadmap?filters=&searchterms=33019 And it seems has launch on 8/23, but I still cannot see the license available in my Business Premium Plan.

It's a question of time...even if it says it's already launched, it can take some time to appear in your tenant. Review also if there is a Stream license you can assign to your users

Microsoft Stream available in Office 365 SMB

I found there is an update about Stream is available in O365 Business Premium.
