Is there a way to recover or create a transcript when the MS Stream autopcreation function fails?

As you can see in the attached pic the requested transcript function failed. Of course the error message is less than helpful so I am left to searching and asking questions on boards and forums. Can this be fixed and a transcript created?

    How about downloading the video and then reuploading directly to Stream? Ensure the transcription language is set, wait a few hours then see if it regenerates?
