Can you download videos on an iPad to share in YouTube?

With my laptop in the shop, I’m working on an iPad. I’m trying to figure out how to download a Stream video (recorded using Teams) to my device, so it can then be uploaded to YouTube. This is easily done on a laptop ... but I’m having trouble on the iPad. Is this possible, or is there a workaround?
