Global Admin unable to access Stream Classic 3/14

When the Global Admin attempts to access Stream Classic via https://web.microsoftstream.com they get a black page with a button to invite coworkers. When clicking invite they get a dialog saying the feature is unavailable. Screenshot attached.

 

There are some videos in Stream Classic so I would like to be able to run the inventory report in PowerShell and have the ability to change Ownership of Stream Classic videos prior to migration.

 

How can I access the Stream Classic Portal? Help.

That is strange. The Global Admin should be able to access the Stream Classic Portal until April 15th. I have been able to do this in several tenants. I have had to do this so that the Global Admin access Stream Classic where they can add other Stream (Classic) Admins to review videos or to run the Inventory script. This is also allows Stream Admins to update Ownership permissions on videos prior to migration so they go to the correct location in SharePoint Online.
This is NOT the best response. A 'Best Response' would help solve this problem so the Global Admin can access the Stream Classic Portal.
hopefully not too late but here is a possible solution:

first: make sure your admin user account has Global Admin Role assigned.

second:
check with your security officer/admin if PIM was rolled out -
if yes, navigate to
https://portal.azure.com/#view/Microsoft_Azure_PIMCommon/CommonMenuBlade/~/quickStart

make sure, you've activated the Global Adimin Role
wait up to 15 min to let the backend activate global adimin permissions for all services

then
navigate to
https://web.microsoftstream.com/admin/?referrer=https:%2F%2Fadmin.microsoft.com%2F&view=Administrato...

add your user account and your admin user account to the list of Stream Classic Admins
