Enterprise State Roaming - Issue with Photos

Environment:

-Exchange Hybrid

-All User's Mailbox in Exchange Online

Users are blocked from changing their photo (until Teams started allowing user the ability to change their profile photo)

- Version 1.2.70.0 Azure AD Connect

- AzureAD P2 

- A5 license

- Devices - Enterprise State Roaming - Enabled for All

-All devices is Windows 10 Azure AD Join

User/s created Microsoft personal account using their work email address.

Questions:

- Is possible for a user to log into their home Win10 computer using their work email address and have their personal computer User Photo update his photo in our Tenant?

- Is possible for a user to log into their home Win10 computer using their work email address ;however, select personal from the login screen and have their personal computer User Photo update their photo in our Tenant?

I personally don't think it's possible but I was requested to inquire if it was possible.
