Setting Passwordless sign in as default method via Powershell?

Hi all, is it possible to set a default authentication method as Passwordless Sign-in via PowerShell ?

I know it's possible to set Phone, SMS, App notification and AppOTP via PowerShell, just wondering if this can be done for end-users remotely (assuming the end user and tenant have prerequisites setup) or if it really does rely on the end-user to adopt the method.
