My customer is concerned that user will have to register for Self Service Password Reset and then do another registration for on-premises MFA. Is there any way to combine these into one registration process?
This is in regards to the Security Questions that are used by both systems. It seems to me that they should be integrated somehow, but as far as I can tell, they are totally separate.

They are indeed totally separate, and I'm not aware of any plans to "link" them. Then again, I fully expect the on-prem version of MFA to be deprecated in the near future...
