M365 Defender For Business - Web content fiftering work not really accurately

Dear Microsoft experts

I'm getting an issue with Web content filter on M365 Defender for Business. I have created a web content filter to block flowing categories: Adult content, High bandwidth, Legal liability. But on the workstations that installed Defender turned on network protection as well as SmartScreen can still access the websites that belong to the above categories. Only a few websites are blocked, but the number of websites that can be accessed is more.
Does anyone know what specific sites the Defender can block and which sites can't be blocked?
