Hi Melonie,
Your business service team is correct, your staff needs to be migrated to MS 365 Premium in order to use Bookings. This has always been the experience for any Premium user as we do not support on-prem users for Bookings.
The best way to check if you have Bookings enabled is to log into Outlook on the web (https://outlook.office.com) and click on the app launcher, if you are in MS 365 you should see the Bookings tile.
