Does this still exist? I assume it doesn't exist for Office 365. I have to sign up for a Sharepoint account?

Microsoft does not provide the ability to create publish websites in SPO anymore due to scalability issues so if you need a website you have to:
- Implement it outsite of Office 365 using any popular CMS platform such as WordPress.
- Wait until PowerApps Portals are ready and evaluate if they are enough for you or not (bear in mind that you might need specific licensing to be able to use PowerApps Portals)
