Open a new subscription with only PowerBi Pro licenses
I want to open a new tenant for a customer, with 5 users that will use only the PowerBi Pro features.
Is it possible, or for the first admin user have I to buy at least a Microsoft 365 Business Basic license ?

Hi, this shouldn't be an issue. There is no requirement that the administrator should have any license.
