Microsoft Bookings cannot access app

I'm experiencing an odd behavior. I worked with a Microsoft Specialist on Bookings such that I can prevent user accounts from my tenant from accessing the Bookings web site. With the exception of myself, and one other user. The specialist pretty much walked me through the instructions found here: https://docs.microsoft.com/en-us/microsoft-365/bookings/turn-bookings-on-or-off?view=o365-worldwide. I've assigned the policy BookingsCreators, to myself, and the other user. While I can view the Bookings homepage where the calendar names are viewable, the other user cannot. What advice, or instructions can you provide me to resolve this user's access issue? FYI, the Bookings app is enabled from Admin Center O365.
