Define "share"? Once you publish the calendar, everyone can see available slots and potentially book, but if you want them to be able to see the full schedule, including details, or edit appointments, you need to add them to the Staff, as either Viewer/Admin. Both of these are only supported for ExO users afaik, but technically it might be possible to share the underlying booking mailbox's calendar with an on-premises user via PowerShell.
