Initial License that includes Power Apps and Power Automate?

Hi,

 

I'm just wondering, what's the first type of license that includes Power Apps and Power Automate? I have seen the differences between the licences for Small Business and the Enterprise ones, but I haven't seen something that indicates that they include PowerApps or Automate.
