Deleting a user - getting email for shared inbox but not for OneDrive access

I'm testing the offboarding workflow in Office 365 in a demo tenant. I've deleted 2 users, assigned another user to the shared mailbox and to the OneDrive. The other user gets the email letting them know they have access to the shared inbox, but nothing on the OneDrive. Is this by design? How does the other user access the deleted users OneDrive before the hard delete of the terminated user?

I don't remember ever seen such email when granting ODFB permissions, but it might be just me. As for how to access it, use a direct link such as:
