Change the composition of the default Office 365 E1 license

I would like to change the default composition of the E1/E3/E5 license such that when a license is applied to a user one of the default apps MS has enabled is disabled.

 

For example:

 

MS has the booking app enabled by default.  I would like it disabled by default.

 

Is this possible?

    Depends on what you mean here. It's certainly possible to automate the assignment of a given SKU with specific services disabled, either via PowerShell or the Graph API directly, Flow, etc. Group-based licensing also allows you to address such scenarios (if you have E3/E5 or Azure AD Premium).
    You cannot set this as a default option for the admin portal, if that's what you mean.
