cannot manage rules in outlook 2016

When i create rules in office 365 outlook, it promote the error“the operation failed because of a registry or installation problem. restart outlook and try again. If problem persists, reinstall.”

1. The outlook version is 1905

2. I have already installed theoutlook twice

3. I haven't installed KB4461506

4. OWA can create the rules

Can someone help on this case? thanks a lot

oliwer_sundgren thanks, i have solved this problem：Win+R, then type outlook.exe /cleanrules

Could you provide me with a screenshot from Outlook in the following place
File > Office Account

There we should be able to verify what version and build you are using with Office ProPlus at the moment
