Building our own Outlook Copilot

Hi there,
I work for a tour operating company. We sell tours for groups. We get quite a lot of messages via our website to our outlook. I want to build a copilot that helps with these messages and is integrated in Outlook like the "normal" copilot. In order to do so I want to build my own copilot that has access to all our company data including our SQL database and provides possible answers. One of many different use cases could be for example:
Is there still space for 2 people on your Tour Y starting on the 21th of April to Vietnam?

But what exact tool is the best to use? The Copilot Studio or Azure AI Studio? Or is there even another possability?
