I am not familiar with this error message. Are you sure that the editor you used to edit the file does not lock the file?
Otherwise, here are the details from the Deskmodder blog:

Section IntegratedServicesRegionPolicySet
"If you make a change in the file, then navigate to C:\Windows\System32
Copies the IntegratedServicesRegionPolicySet.json to another location for security
Right-click on the file -> Properties tab Security and under Advanced, the owner must be changed to Administrators (or your user name). Then set the check marks for the permissions for the administrator.
Once this is done, you can now make the changes you want. set disabled to enabled, or vice versa. Or delete the country-specific designation (DE).
Then save the file on the desktop and then copy it to the System32 folder.
Now a restart.
That's it. Which changes you make are of course up to you. There are currently still differences between RP and Retail. Everything will certainly come with the next updates.
Another addendum to the Microsoft Edge: You should deactivate the two tasks for the Edge updates in the task scheduler. Otherwise, it may happen that the Edge is reinstalled. (Not yet further tested, just as a hint).
Addendum: The changed file should be stored additionally somewhere. If you perform sfc /scannow via the command prompt, Windows will replace this file with the copy from the winsxss folder. (Thanks to imout for the hint). We have to wait and see how this behaves after one of the upcoming updates.“
