MicrosoftI'm sorry that you were misdirected to this community for this scenario. At least it's confirmed that a support ticket is required, so I understand your frustration, however, I would not give up as I'm sure you'll receive an answer for to question #1.
As mentioned, I've discussed your post with a Microsoft SME on this topic and it was confirmed that you will need to submit a support ticket to raise this question. This Partner Benefit community cannot address your question about how your specific scenario meets/does not meet the qualification criteria.
