Would someone from the Microsoft Partner Program please answer three simple questions
Why is there not a weighting for higher value licenses?
When you say "weighting", are you asking about partner incentive payout? If so, there are other variables that apply to each scenario, such as what program you're the licenses were purchased under, etc. That said, unfortunately I cannot respond to how you're being paid incentive for your product types, so please review the following and submit a support ticket per the guidance on the following link - How to contact support for help with incentives - Microsoft Support

SMB track: Each customer tenant having at least 1 workload with paid seats between 11 to 300 is counted to be an eligible Tenant for SMB track.

This Partner Benefit community cannot address your question about how your specific scenario meets/does not meet the qualification criteria.

Per my last reply, there are other variables that apply to each scenario, such as what program you're the licenses were purchased under, etc., so my suggestion is that you provide that information along w/ your support ticket request.
