Question one is simple, why is a customer with 11 licenses of Exchange Online licenses total value in UK £36.30 per month is deemed a valid workload as there are 11 seats. However, a second different customer 8 licenses of Microsoft 365 Business Premium licenses total value UK £144.80 per month is not a valid workload as there are only 8 seats. Why is there not a weighting for higher value licenses?

When you say "weighting", are you asking about partner incentive payout? If so, there are other variables that apply to each scenario, such as what program you're the licenses were purchased under, etc. That said, unfortunately I cannot respond to how you're being paid incentive for your product types, so please review the following and submit a support ticket per the guidance on the following link - How to contact support for help with incentives - Microsoft Support

Per my last reply, there are other variables that apply to each scenario, such as what program you're the licenses were purchased under, etc., so my suggestion is that you provide that information along w/ your support ticket request. My example 11 seats Exchange Online is a valid workload, 8 Seats Microsoft 365 Business Premium is not valid workload! Surely the 8 seats of Microsoft 365 Business Premium is a more eligible customer!
SMB track: Each customer tenant having at least 1 workload with paid seats between 11 to 300 is counted to be an eligible Tenant for SMB track.
