provisioning Vm with ansible tower & integrating to azure devops pipelines without github

Hi i need to provision an virtual machine in ansible tower and had ti integrate it to azure devops pipelines & for source code management we no need of Github & through pipelines the ansible VM have to be deployed to azure portal.

can anyone help me out on doing this. How can i do
