Creating customer password policy in Azure active directory

AAD is not that flexible in that regard, but you can use a B2C that enforces some flexibility, including custom password complexity and other rules. Please read more about custom policies here.

Be aware that Azure AAD and AD B2C are two separate offerings, but you can federate with it, allowing authentication of employees in the organization.
