Outlook shortcuts doesnt work on first try and cant be pinned to taskbar

Our users have two problems with shortcuts and Outlook (perhaps the entire Office suite). First, if they pin Outlook to taskbar, the next time they sign out and log back in it's gone UNLESS they end up connecting to the same session host. Other non-office applications can be pinned just fine and they persist.

To start Outlook they go to the start menu and try the Outlook shortcut from there and receive the broken shortcut error message to browse for the file or cancel. They select cancel and then try the very same shortcut on the start menu again and it works? We have no GPO or similiar that customizes the start menu or taskbar. What might be the reason for this behaviour? All (2) session hosts have the same versions of Windows 10, FSLogix and Microsoft 365 apps.
