We've confirmed that all systems are back to normal with no customer impact as of 07/31, 12:30 UTC. Our logs show the incident started on 07/31, 07:30 UTC and that during the 5 hours that it took to resolve the issue some customers may have been unable to query metric data, and/or may have received failure notifications when retrieving Application Insights data.

Root Cause: The failure was due to a recent deployment that prevented submitted data from fully propagating through our backend systems.
