We've confirmed that all systems are back to normal with no customer impact as of 11/30, 14:35 UTC. Our logs show the incident started on 11/30, 12:05 UTC and that during the 2 hours and 30 minutes that it took to resolve the issue ~6% of customers would have experienced data access issues in Azure Portal.

Root Cause: The failure was due to performance degradation in one of our dependent platform services.
