We've confirmed that all systems are back to normal with no customer impact as of 10/17, 10:50 UTC. Our logs show the incident started on 10/17, 08:45 UTC and that during the 2 hours 5 minutes that it took to resolve the issue 6% of customers experienced data access issues in the Azure portal.

Root Cause: The failure was due to issues in one of our dependent service .
