We've confirmed that all systems are back to normal as of 07/21, 00:15 UTC. Our logs show the incident started on 07/20, 19:00 UTC and that during the 5 hours and 15 minutes that it took to resolve the issue, some customers may not be able to access Live Metrics data in Azure portal.
Root Cause: The failure was due to issue in one of our dependent services.

We are aware of issues within Application Insights Live Metrics and are actively investigating. Some customers may not be able to access Live Metrics data in Azure portal.
