We've confirmed that all systems are back to normal with no customer impact as of 09/11, 23:16 UTC. Our logs show the incident started on 09/11, 22:11 UTC and that during the 1 hour 5 minutes that it took to resolve the customers would have experienced issue with live metrics stream not loading for Application Insights Service.
Root Cause: The failure was due to deployment performed in one of the dependent services.
