We've confirmed that all systems are back to normal with no customer impact as of 4/16, 19:30 UTC. Our logs show the incident started on 3/30 and that during ~2.5 weeks that it took to resolve the issue customers experienced failures while creating/updating/deleting alert rules.
- Root Cause: The failure was due to one of the backend services using incorrect version.
