In Yammer security settings, I can see that “Connected Groups“ are “turned on“. But when I create a group in Yammer, it is still “not connected“.

Can we get you to open up a support case so we can take a closer look?

Has your tenant been configured (through PowerShell) to only allow certain users to create Office 365 Groups?

Related question. My tenant does not currently see this as turned on or enabled, we assume because we have Exchange on prem, is there a point on the roadmap where it would be possible?

Exchange on-prem isn't necessarily a requirement for Office 365 Connected Yammer Groups to work - I'd recommend you review the info here. https://support.office.com/en-us/article/Yammer-and-Office-365-Groups-d8c239dc-a48b-47ab-b85e-6b4b81...

Please let me know if this doesn't help, you could also open a support case if you feel you met the requirements in the documentation and still aren't seeing your new groups be connected.

I think the goal is to eventually allow this for all configurations.
