As of the date of this post it still is not possible to licence from the Admin Centre small numbers of users for Workplace Analytics. This is well over a year since the formal launch of the service and further announcements at Ignite 2018. In fact, the current documentation makes no mention of any limits on seat numbers https://docs.microsoft.com/en-us/workplace-analytics/setup/environment-requirements. As Microsoft further integrated Workplace Analytics with My Analytics, which is generally available, this is a missed opportunity. @Nathan Barnett is there any update for smaller enterprises on the future of Workplace Analytics? Thanks!
I appreciate your thoughts regarding the current licensing situation. As you know, we have removed the minimum seat threshold, but, due to our current licensing model, are unable to offer a direct way for customers to transact Workplace Analytics licenses through the Admin Portal without having an Enterprise Agreement in place. We view this as a temporary restriction that will be resolved once we enable new distribution/licensing channels. Our partner ecosystem leaders and P&L team are actively working to light up those mechanisms. As you can imagine, given the solution's go-to-market approach (which differs significantly from most other Microsoft 365 products), we've been thoughtful about our strategy as we expand and make WpA more broadly accessible. I don't have a firm timeline in place for the new licensing model, but rest assured that the current restrictions are very top-of-mind and our go-forward plan is being deliberated at senior levels. We are doing everything we can to make WpA more accessible, both in terms of licensing and usability. We will be sure to share an update once the licensing channels are enabled. Apologies for the delay and thanks for staying on top of it.

Thanks Nate. I really appreciate the candid reply here. I’ll be taking a step back from pursuing this with you now with many other areas within Microsoft 365 to focus upon. At the start of my journey with My Analytics I remarked on the huge potential this and now Workplace Analytics contains. In my view that potential is to unlock these capabilities to the widest Microsoft audience possible. I wish you and the team all the best!
