Word 2013 What controls the space between margin balloons?

In the same document I have one section where the comments and deletions are closely spaced, and another section where there's more vertical space between them. I checked the style for comments and balloon text and they're identical---0 space before and after, same font size.

You can't really control the vertical spacing. Balloons will be close together if there are many balloons on a page (that is, if there are many comments or revisions on the page). 

 

What you can do is change the width which is allocated for balloons. In the Track Changes Options dialog box, increase the "Preferred width" for balloons.
