I'm a newbie running Microsoft 365 in Windows 11.
I have inserted a JPG image of the USA into a word document. Trying to put dots (oval shapes) to show locations and ScreenTip to explain what the dots are. All the resources I've read say to pick a shape, click on the insert tab and select ScreenTip to input the text. Don't see ScreenTip on the insert ribbon. Tried Bookmark and link. It accepts the text, but only displays the bookmark name. Tried using a small text box with bookmark and link, same result. ScreenTip is on in options. Any ideas?

I am unsure what, exactly you mean by "screen tips."
Here is what you get with an inserted shape when you right-click on it.
The menu with an inserted PNG file is similar. It is possible that you mean "Alt Text" or Text in the shape. You can access either of these when you right-click on the shape. Only Alt Text with the inserted picture.
It is possible you mean something that shows up when the reader puts the mouse pointer over the shape. I know of no way to do this simply in Word. It is possible that you could do it using the AutoText List or HyperLink fields as discussed in my article on Pop-Up Text. I have not tried it, though.

@Charles_KenyonI might have misunderstood the topic, but I think what @Dave_Van_Nice means is the ScreenTips that shows when you leave your pointer on the top of the shape, like what I show on the snips below.
On the top right corner, you can edit the ScreenTip. It should show a message or something, but it doesn't show anything.
On the newest versions of Office, it's not showing. I have one PC that has Version 2402 and it still works as intended, as per image below.
At least for me it doesn't work at all.

What you are showing is a screentip generated by a Hyperlink field, as discussed in my article.
