Can I "tag" internal paragraphs or sections and search with Explorer or SharePoint?

We maintain many contract proposals, and we'd like to reuse paragraphs or whole sections in new proposals. We'd like to label or tag such groups of text so we can search for them across multiple files, not just a regular indexed search on keywords within regular text.

Is there a way to do this with Word or a Microsoft approach, even a third-party solution? Using tags at the document level isn't granular enough, and we couldn't use them to then locate the relevant text within the document. We've looked at using hidden text, but it's cumbersome.
