Aggregating questions in a numbered appendix

I have a template with many sections. Each of the sections contain a few questions that co-authors provide. For example:

I. Economics

4 paragraphs 

Question 1

Question 2

Question 3

II. Politics

3 paragraphs

Question 1

Question 2

Question 3

Question 4

I'd like to collate the questions in to an appendix and renumbered, so they appear as

Question 1

Question 2

Question 3

Question 4

Question 5

Question 6

Question 7

Can someone help? At the moment, I tried the Table of Captions, and collating using Heading Styles. However, they are not numbered correctly. Thank you!
