Best way to get hybrid join for cloud only deployment?

We currently have WVD setup with Azure Active Directory Domain Services.  While this works, we are missing features that hybrid join would provide us.  What is the best way to enable hybrid join in a cloud only deployment?  I had read that if you already have AAD DS setup you can setup up a domain controller in Azure, connect it to AAD DS, and then setup AD Connect.  Is this true?  Anything I should be concerned about with this type of deployment?  Any other suggestions?
