Improving application management for Enterprise SA customers?

How does Microsoft plan to address concerns that Enterprise (Enterprise with SA volume license) customers have regarding the ability to control the provisioning of applications of all types on our enterprise desktops?  The documentation for controlling, and primarily removing universal and provisioned apps from deployed enterprise desktops is lacking and inconsistent between builds.

 

Can you address why Microsoft may have felt it was a good idea to include things such as Xbox apps, games, advertisements for games, and more applications that are clearly not something that most reasonable Enterprise customers will want to have on their Enterprise SA licensed desktops? 

 

Why would and Enterprise customer continue to pay additional licensing costs for Enterprise SA desktop licenses when we are not able to effect complete control over our dekstop environments without taking largely unnecesary steps?  We are in a highly regulated environement and need to deploy how we want, not how Microsoft wants us to.
